OBJECTIVES/GOALS: This study examined patient perceptions on the benefits, barriers, and facilitators of conventional and complementary/behavioral pain strategies that can be offered in the ED setting including physical therapy, mindfulness, acupuncture, and yoga. METHODS/STUDY POPULATION: We conducted and recorded semi-structured interviews with 30 patients who presented to the ED with musculoskeletal pain. Interviews focused on patients’ perceptions of NP pain treatments, barriers/facilitators to utilization, and recommendations that would promote engagement. A hierarchical coding system was developed and refined using the interview guide, the Theory of Planned Behavior, and preliminary review of the transcripts. The iterative process of developing the coding system allowed us to identify preliminary themes. RESULTS/ANTICIPATED RESULTS: Patients believe education on pain and the mind-body connection would give a sense of pain control. Likely barriers to engaging at the ED include lights, noise, interruptions, and uncertainty of their medical status. Post-discharge NP treatment barriers are financial and logistical. Engagement can be facilitated by a desire to avoid opioids, familiarity with meditation practices, and consistent positive communication with the health care team. Patients desire evidence on effectiveness, including testimonials, and suggested NP techniques should be introduced early, with written materials used for post-discharge referral. Patients prefer in-person treatment but would appreciate a virtual option. The initial session should occur in-person to build trust and facilitate virtual session engagement. DISCUSSION/SIGNIFICANCE: Patients are willing to engage in nonpharmacological pain treatment, however the unpredictable ED environment, uncertainty of their medical status, and financial and time constraints are significant barriers.

Water supply unreliability in many public water systems stems from aging infrastructure. We measure unreliability by the issuance of boil water notices (BWNs) within one year prior to single-family residential sale observations. Using a spatial quantile regression framework on transactions between 2012 and 2017, we find statistically significant, negative relationships between BWNs and residential properties. The estimated impacts of unreliability on residential housing prices, however, are not uniform across the distribution of prices. Specifically, we find that BWNs have a larger impact on medium- to low-priced houses (at or below the 60 percent quantile) compared with high-priced houses. An aggregate marginal willingness-to-pay value of $4.2 million was computed for a one-day reduction in annual BWN throughout Marion County.

In 2009, West Virginia enacted an Alternative and Renewable Portfolio Act (APRA) to broaden its energy use for electricity beyond coal. A choice experiment survey was conducted to assess West Virginians’ willingness to pay (WTP) for 10 percent of electricity generated from wind energy versus natural gas. Results showed that residential consumers preferred electricity generated from wind, with annual per-capita WTP averaging from $19.25 to $26.75. Given the subsequent repeal of the APRA in 2015, we propose implementation of a voluntary green pricing program as an alternative policy to increase the share of renewable energy in West Virginia's energy portfolio.

While historians believe that preserving a historic building in its original location is important to maintain its historic integrity, the general public's opinion is unknown. Survey data were gathered from local residents regarding a proposed relocation of a historic mill in rural West Virginia. Only a minority of the sample population supported preserving the mill at its original location. Willingness to pay for preservation was estimated at $8.45 for a one-time donation for the sample and $2.29 after adjusting for non-respondents using characteristics of the local population.

When using a willingness-to-pay (WTP) format in contingent valuation (CV) to value watershed restoration, respondents may protest by questioning why they should pay to clean up a pollution problem that someone else created. Using a sample selection interval data model based on Bhat (1994) and Brox, Kumar, and Stollery (2003), we found that the decision to protest and WTP values were correlated. Protest sample selection bias resulted in a 300 percent overestimate of mean WTP per respondent. Using different ad hoc treatments of protesters, protest bias resulted in moderate effects (−10 percent to +14 percent) after controlling for sample selection bias.

The focus of the current study was on the market potential for grass-fed beef in the Appalachian region, given that these products embody observed, experiential, nutritional, and process attributes that may appeal to a large consumer base. An in-store variant of the Becker-DeGroot-Marschack experimental auction mechanism was employed in the region to determine consumer preferences and willingness to pay. A majority of respondents preferred the grass-fed product over conventional grain-fed samples and were willing to pay a price premium to obtain it. Preferences for grass-fed were rooted largely in the associated superior nutritional content and core observed attributes.

Centralized, off-farm compost facilities were evaluated as a disposal option for poultry litter. Disposal fees to growers were required to develop an economically feasible facility for a private investor. The potential for a compost facility to compete with current litter alternatives depends upon development of compost markets comparable to urban areas along with a depressed market price for litter. Given disposal fees and uncertainty associated with market development, further expansion of land application and cattle feeding disposal alternatives is recommended.

The end of the Cold War is a story that will no doubt be written and rewritten as historians discover evidence that casts light on presently unknown facts, and provide new ‘spins’ on those already known. Indeed, it is quite likely that, like its origins, the end of the Cold War will have its equivalents of orthodoxy and revisionism. Of all the players in this story it is Mikhail Gorbachev who will take the leading role; for some the hero and for others the villain. The story of the Gorbachev era is a controversial one, with the answers to many questions in dispute. Did the West win due to ‘peace through strength’? Was new thinking primarily driven by the need for economic recovery? Was the West too hesitant in its response to Soviet initiatives? For some, the end of the Cold War brought to a conclusion a tragedy in which the two superpowers had embarked upon defensive measures which had led each to believe that the other harboured malign intent; hence Robert Jervis’s assertion that the ‘Cold War may . . . have been an unavoidable tragedy rather than the result of an evil Soviet Union, as the orthodox school has it, or an evil United States, as most revisionists argue’.

In this article the story of how this tragedy was ended will be told from the perspective of graduated reciprocation in tension reduction (GRIT). It will focus on whether Gorbachev employed such a strategy and whether it had a role in ending over forty years of hostility.
Growth of apple trees, nitrate mobility and pest populations following a corn versus fescue crop rotation

We compared conventional and alternative systems for the establishment of apple trees on a replicated, whole-orchard scale. The alternative system consisted of a K-31 fescue sod rotation followed by planting of trees directly into sod that had been kitted with herbicide. The conventional system consisted of a standard corn rotation, accompanied by application of fertilizer and nematicide. Orchard floor management in the three years following tree planting was based on the use of both pre-and post-emergence herbicides in the conventional system and only contact herbicide in the alternative system. The study documented tree growth, pest incidence, and nitrate mobility in the two systems. The alternative system compared favorably with the conventional system for the growth and establishment of four apple cultivars. Many advantages accompanied the killed sod system, including less subsurface leaching ofnitrate-N and lower costs (largely from decreased herbicide use). The alternative system provided an economical alternative to the problem of soil organic matter depletion in conventional orchard soils without requiring increased use of commercial fertilizers. Grower concerns regarding increased potential for vole damage and poor initial tree growth were unsubstantiated.
